To handle individual cases due to violations of human rights in the Inter-American Commission of Human Rights.

To promote a new approach for human rights work that understands the systematic use of torture as a means of creating societies of fear and apathy.

To sponsor long-term volunteers in Mexico to assist human rights activists and organizations through monitoring and documenting human rights violations and accompanying threatened individuals.
