To maintain, increase and improve a publicly available database of television and radio broadcast and photographic materials on human rights conflicts and issues around the world.

To continue to assist human rights organizations in developing countries to launch World Wide Web information sites.

To provide emergency assistance to a Chinese labor rights activist and an East Timorese human rights activist with refuge in the United States.

To support the Washington, DC, office, which assists Latin American human rights organizations in preparing and submitting cases of violations to the Inter-American Commission of Human Rights.
